Well, to put it simply, C.C. does not want to be involved with Van. She knows a lot about him from Luke and her own experiences, so she could likely understand where he's coming from in places and she appreciates that . . . But she also doesn't want to sort of bother with that aspect of herself nor does she want to be drawn to either disapprove or approve of Van. If he is to exist on his own without interference from her, then the easiest action is play keep away, rather than subverting him like she does with other people.
It's also difficult, because she's struggling with wanting to protect her team while also understanding that she can't infringe her "wish" upon other people. It would limit her own team along with infringing upon Van, so she really wants to play hands off in that regard to. Complicated, complicated, but there's a lot of do-not-want smudging up any personal impression she would have formed about him.
