The guild came out of the team representative meeting after Mitchell killed Mal! Raven missed most of that drama due to hiatus, but he went to the meeting, not really because he wanted to represent his team but because he was very Not Impressed with Mitchell's attitude and wanted to make sure he was not a douche. He doesn't actually think trying to make the teams work together and have representatives and make overarching rules is ever going to work (which seemed to be the consensus in general so it wasn't a very useful meeting). But he ended up talking there about the concept of guilds with Sharon, and she was fairly approving of the idea, so he basically talked himself into organizing one despite the fact that he wouldn't ever have done it of his own initiative.
SO HE WENT TO TALK TO JUDITH ABOUT IT, because Judith remembered joining Brave Vesperia and would best know the sort of thing he was thinking about! And because he trusted her and wanted to work with her. And on a more calculating level having Raven and Judith start the guild together seemed like a pretty good political move, since the initial conflict that started everything was between Tiger's Eye and Sapphire. Judith agreed to the idea, and they came up with laws and a name.
Basically the goal was to introduce a very basic sort of law without it being some sort of large-scale "these are the rules of how we do it and everyone must follow them" - instead it's just a small group of people who have agreed to them voluntarily. Obviously that's less helpful than having everyone agree to them, but he figures having everyone agree is impossible and it's better than having no agreement at all. In addition it gives a sort of formal support network for people besides their teams, since being on a team is not voluntary and people might not always want to or be able to rely only on them.
AS FOR HIS FEELINGS AT THIS PARTICULAR MOMENT, that is all still... more or less true. But he feels like a lot of people have gotten ideas about the guild that he is not going to be able to fulfill. The last time he did guild stuff people were really excited about it and he felt like he spent half the time going "augh, no, no seriously, it's not that big a deal." Raven can work out contained conflicts and complete particular tasks and mentor people on an individual level, but he does not deal well with large-scale responsibility or goals! When confronted with them he is more likely to say "whoops, you got the wrong guy" and go fuck off or drink himself into a stupor or something. Unless someone pretty much forces him to deal with it. :'D So at the moment he is wrestling with that! He needs to either ground himself/everyone again in something really specific that the guild can accomplish (maybe come up with a mundane group quest or something) or convince himself to step up and be the leader people appear to want. The former is a lot more likely to happen than the latter.
